Manager Procurement - Mornington Shire Council
The Mornington Shire Council is a Local Government Authority providing range of services to the twenty-three islands of the Wellesley Group located 125kms north-west of Burketown, 200kms west of Karumba and 444kms from Mount Isa, in the southern section of the Gulf of Carpentaria, residing within the State of Queensland. The island is 2.5 hours flight from Cairns.
About the role: You will drive strategic procurement and supplier partnerships supporting Council services.

Playing a key role you will strengthen procurement capability, embed consistent practices, improve commercial decision-making and ensure procurement activities are compliant, ethical and financially sustainable.
This is a strategic and hands-on procurement leadership role responsible for driving procurement strategy, governance, sourcing and supplier management across the organisation. Partnering closely with Executives, Operational Managers and Finance team, you will deliver value-for-money outcomes that Council operations.
Your day-to-day will involve:
· Managing and strategizing procurement across key spend categories including goods and services, plant and equipment
· Leading end-to-end procurement and tender processes including sourcing, evaluation, negotiation, contract award and supplier onboarding
· Developing and maintaining procurement frameworks, templates, policies and procurement governance processes to ensure consistency and compliance
· Building strong supplier relationships and managing contract performance, renewals and commercial outcomes
· Monitoring procurement expenditure, identifying cost-saving opportunities and supporting financial reporting accuracy
· Partnering with Finance and executives to ensure procurement decisions align with organisational priorities and frontline service delivery needs
· Supporting supply continuity, risk mitigation and emergency procurement activities within a 24/7 operating environment
· Providing procurement insights, reporting and market analysis to support Executive decision-making
· Uplifting procurement capability across the organisation through coaching, guidance and practical support to managers and budget holders
· Driving continuous improvement initiatives that enhance procurement efficiency, accountability and value-conscious decision-making
About you: You are an experienced procurement professional with strong commercial acumen and a collaborative approach. You have demonstrated experience managing end-to-end procurement, strategic sourcing, tendering and supplier relationships within complex environments. You’re confident balancing operational needs, governance, financial sustainability and risk management, you build strong relationships across teams and provide practical, evidence-based recommendations. You are highly organised, analytical and experienced in improving procurement processes and embedding best-practice frameworks.
To be successful, you will have:
· Relevant qualifications in Procurement, Supply Chain, Commerce, Business, Finance or a related discipline
· Demonstrated experience in Local Government procurement, sourcing, contract management or commercial management roles
· Strong understanding of Local Government procurement governance, contract management, supplier performance and compliance frameworks
· Experience working within aged care, healthcare, community services, not-for-profit or similarly complex service environments will be highly regarded
· Strong financial literacy with experience supporting budgeting, expenditure management and commercial reporting
· Proficiency using procurement, finance, or ERP systems and Microsoft Office applications
· Current National Police Check (or ability to obtain)
